As the relevance of Leadership encroaches on the workplace safety discipline, so do supportive concepts and techniques such as transformational conversations.? There is little doubt that such concepts are applicable to improving safety management and worker safety, even if, to some extent, these concepts are old wisdom rebranded into modern lingo.? Safety conversations can, and should, be transformational but don?t think that this type of conversation is new or unique.
Transformational conversations have been integral elements of the language used by? OHS consultants, and small business people, (and?frauds)?all the time, mostly subconsciously.? By answer the phone or asking??how can I help?? you indicate that you are available to be supportive and helpful. It also throws the emphasis back on the customer/employer to?be more forthcoming with?information and reinforces that you are not providing/imposing solutions but helping the client to develop or refine the solutions themselves.
This is a crucial element of OHS law that the business community?still struggles to appreciate. Everyone wants to be told what to do, as this involves minimal thinking. But the days of prescriptive laws and regulations are gone and so the employer must be more actively engaged in safety decisions.? The persistence of this attitude can be seen within many of the statements made recently by Australian businesses in the OHS law harmonisation dialogue (I hesitate to describe it as a debate).
The principal OHS duty to establish and maintain a safe and health work environment remains with the employer, or PCBU so, it can be argued, unquestioningly accepting the advice of an OHS consultant is breaching these laws. The employer is supposed to be involved with the decision making, to be in consultation,?and not just handballing the OHS consultant?s recommendation to their operations manager for implementation.
When I assess hazards on site walks around factories, offices and?construction sites?I do not identify hazards for the client but ask the client whether they see any hazard. In this way, the client learns an alternate perspective of their own worksite.? Hopefully they also learn that the consultant or adviser is not there to do their job for them. The advice should be seen as a second opinion, not the first opinion. And certainly not the last. The ?last? is the client?s decision to control the hazard.
During sociological studies I was impressed by the book (I was too young in 1972 to have seen the TV programs) ?Ways of Seeing? by John Berger.? It is ?considered a seminal text for current studies of visual culture and art history? so is likley to have been missed by most safety professionals as most do not come from a Humanities background.? But this book, coupled with literary deconstruction and the analysis of novel narratives, convinced me that one?s perspective of something can be just as important as the something itself.? This new perspective on hazards can come from the application of transformational conversations.
One article about transformational conversations identified four ?unknowns?:
- ?We don?t know what solution we?re going to get here.?
- ?We don?t actually know what topic we?re talking about, what problem we?re trying to solve.?
- ?We don?t know who we will be at the end of the meeting.?
- ?We don?t know what kind of universe we will live in when we are done.?
These unknowns can be very threatening to the safety professional, and to a lesser extent, their clients but, I believe, are important stepping-stones on the pathway to safety innovation.
Transformational conversations are required in many social and occupational areas.? It is hard to imagine human resources and personnel management without this type of conversation, although it happens all the time and leads to many of the psychosocial hazards appearing in the modern workplace.? I would say that the successful rearing of children is impossible without transformational conversations.
This type of conversation should?become the default setting in any safety conversation in order to empower the client to reexamine their worksites and their system of work?so that they feel comfortable and confident in asking the questions that can lead to safer workplaces and safer workers.
Your leaders are learning this sort of stuff through their own personal development courses and by reading business magazines such as the Harvard Business Review.? By knowing what they know and what they are trying to apply to safety management, you will (finally?) understand what they are on about and, probably, increase the success of the conversational strategy.? And if your boss is not already on the transformational conservation pathway, you may just be able to move into a position of greater safety influence in your organisation or with your clients by applying this old ?new? technique.

JERUSALEM (AP) ? Mitt Romney says any public differences between the United States and Israel only embolden adversaries.
The U.S. presidential candidate says it is a "basic truth" that the United States and Israel will always stand together.
Without mentioning the tensions between President Barack Obama and Israel's leaders, Romney suggested in a Jerusalem speech Sunday that the diplomatic differences only encourage Israel's enemies.
Obama has, at times, broken with Israel's leaders and called on Israel to follow through on its commitments, such as to halt building of housing settlements.
Romney says he would never criticize Israel and would be a steadfast ally to the Jewish state.

Bristol Palin will once again be "Dancing" this fall.

Say the name Bristol Palin, and you'll usually get a strong reaction. This was certainly the case on Friday when ABC revealed that the reality TV personality would be participating in "Dancing With the Stars: All Stars" this fall.?
"It's called All STARs! How exactly is Bristol a STAR? Or a dancer?" wrote reader Kelly Chapman on our Facebook page.
"Palin has to be the biggest joke ever! You mean there wasn't one other person out of over 100 dancers you could choose from?" commented Michele Moran McDevitt.
You get the idea.?
With such reactions in mind, we caught up with "Dancing With the Stars" producer Deena Katz and asked her whether the young Palin will be just as polarizing in her second go-round on the hit show.
"I don't know. I wonder about her," Katz told TODAY.com. "I wonder about everyone. These guys were the charm of their season. ... Do they all have the effect they have before? It's not just Bristol. It's all of them. I'm so curious to see how the audience votes because all of these people were the sparkle of their season."
Though the producer may wonder about Bristol and others, she's quite "thrilled" with the cast the show landed for "All Stars." "It's like I have 160 kids," Katz said. "We had so many great people and it was hard because we only had 12 slots."
Though Bristol is filling one of those 12 spots, another of "Dancing's" most polarizing contestants -- season 10's Kate Gosselin -- is not. But that doesn't mean fans of the reality TV mom won't be seeing her on the ballroom bash. Katz hinted that it's quite possible?the mom of eight would be back in some way.
"I'm hoping that we can bring a lot of people back for packages," she said. "People like that you do want to see. My hope is we can do that."

ScienceDaily (July 27, 2012) ? Microbes that convert electricity into methane gas could become an important source of renewable energy, according to scientists from Stanford and Pennsylvania State universities.
Researchers at both campuses are raising colonies of microorganisms, called methanogens, which have the remarkable ability to turn electrical energy into pure methane -- the key ingredient in natural gas. The scientists' goal is to create large microbial factories that will transform clean electricity from solar, wind or nuclear power into renewable methane fuel and other valuable chemical compounds for industry.
"Most of today's methane is derived from natural gas, a fossil fuel," said Alfred Spormann, a professor of chemical engineering and of civil and environmental engineering at Stanford. "And many important organic molecules used in industry are made from petroleum. Our microbial approach would eliminate the need for using these fossil resources."
While methane itself is a formidable greenhouse gas, 20 times more potent than CO2, the microbial methane would be safely captured and stored, thus minimizing leakage into the atmosphere, Spormann said.
"The whole microbial process is carbon neutral," he explained. "All of the CO2 released during combustion is derived from the atmosphere, and all of the electrical energy comes from renewables or nuclear power, which are also CO2-free."
Methane-producing microbes, he added, could help solve one of the biggest challenges for large-scale renewable energy: What to do with surplus electricity generated by photovoltaic power stations and wind farms.
"Right now there is no good way to store electricity," Spormann said. "However, we know that some methanogens can produce methane directly from an electrical current. In other words, they metabolize electrical energy into chemical energy in the form of methane, which can be stored. Understanding how this metabolic process works is the focus of our research. If we can engineer methanogens to produce methane at scale, it will be a game changer."
'Green' methane
Burning natural gas accelerates global warming by releasing carbon dioxide that's been trapped underground for millennia. The Stanford and Penn State team is taking a "greener" approach to methane production. Instead of drilling rigs and pumps, the scientists envision large bioreactors filled with methanogens -- single-cell organisms that resemble bacteria but belong to a genetically distinct group of microbes called archaea.
By human standards, a methanogen's lifestyle is extreme. It cannot grow in the presence of oxygen. Instead, it regularly dines on atmospheric carbon dioxideand electrons borrowed from hydrogen gas. The byproduct of this microbial meal is pure methane, which methanogens excrete into the atmosphere.
The researchers plan to use this methane to fuel airplanes, ships and vehicles. In the ideal scenario, cultures of methanogens would be fed a constant supply of electrons generated from emissions-free power sources, such as solar cells, wind turbines and nuclear reactors. The microbes would use these clean electrons to metabolize carbon dioxide into methane, which can then be stockpiled and distributed via existing natural gas facilities and pipelines when needed.
When the microbial methane is burnt as fuel, carbon dioxide would be recycled back into the atmosphere where it originated from -- unlike conventional natural gas combustion, which contributes to global warming.
"Microbial methane is much more ecofriendly than ethanol and other biofuels," Spormann said. "Corn ethanol, for example, requires acres of cropland, as well as fertilizers, pesticides, irrigation and fermentation. Methanogens are much more efficient, because they metabolize methane in just a few quick steps."
Microbial communities
For this new technology to become commercially viable, a number of fundamental challenges must be addressed.
"While conceptually simple, there are significant hurdles to overcome before electricity-to-methane technology can be deployed at a large scale," said Bruce Logan, a professor of civil and environmental engineering at Penn State. "That's because the underlying science of how these organisms convert electrons into chemical energy is poorly understood."
In 2009, Logan's lab was the first to demonstrate that a methanogen strain known as Methanobacterium palustre could convert an electrical current directly into methane. For the experiment, Logan and his Penn State colleagues built a reverse battery with positive and negative electrodes placed in a beaker of nutrient-enriched water.
The researchers spread a biofilm mixture of M. palustre and other microbial species onto the cathode. When an electrical current was applied, the M. palustre began churning out methane gas.
"The microbes were about 80 percent efficient in converting electricity to methane," Logan said.
The rate of methane production remained high as long as the mixed microbial community was intact. But when a previously isolated strain of pure M. palustre was placed on the cathode alone, the rate plummeted, suggesting that methanogens separated from other microbial species are less efficient than those living in a natural community.
"Microbial communities are complex," Spormann added. "For example, oxygen-consuming bacteria can help stabilize the community by preventing the build-up of oxygen gas, which methanogens cannot tolerate. Other microbes compete with methanogens for electrons. We want to identify the composition of different communities and see how they evolve together over time."
Microbial zoo
To accomplish that goal, Spormann has been feeding electricity to laboratory cultures consisting of mixed strains of archaea and bacteria. This microbial zoo includes bacterial species that compete with methanogensfor carbon dioxide, which the bacteria use to make acetate -- an important ingredient in vinegar, textiles and a variety of industrial chemicals.
"There might be organisms that are perfect for making acetate or methane but haven't been identified yet," Spormann said. "We need to tap into the unknown, novel organisms that are out there."
At Penn State, Logan's lab is designing and testing advanced cathode technologies that will encourage the growth of methanogens and maximize methane production. The Penn State team is also studying new materials for electrodes, including a carbon-mesh fabric that could eliminate the need for platinum and other precious metal catalysts.
"Many of these materials have only been studied in bacterial systems but not in communities with methanogens or other archaea," Logan said. "Our ultimate goal is to create a cost-effective system that reliably and robustly produces methane from clean electrical energy. It's high-risk, high-reward research, but new approaches are needed for energy storage and for making useful organic molecules without fossil fuels."
The Stanford-Penn State research effort is funded by a three-year grant from the Global Climate and Energy Project at Stanford.

WHITE PLAINS, N.Y. ? The entire U.S. government seems to be lined up against Westchester County these days.
The county just north of New York City, home to actors, ballplayers, Clintons and Kennedys, is mired in a housing dispute that encompasses race, taxes, zoning and other sensitive suburban issues.
The Justice Department, the Department of Housing and Urban Development, a federal judge and a federal monitor have all been scolding Westchester, and especially its county executive, over the implementation of a court order that settled a 2009 housing segregation lawsuit.
It?s a battle that could have national implications. When the settlement was signed, Ron Sims, HUD?s deputy secretary at the time, said Westchester ?can serve as a model for building strong, inclusive, sustainable communities in suburban areas across the entire United States.?
While the county is on schedule for fulfilling one part of the order ? building hundreds of affordable homes ? officials say it?s lagging on measures that would fight future discrimination, including an analysis of how local zoning might be prejudicial.
Late Friday, the U.S. attorney?s office filed a motion asking a federal judge to compel Westchester to cooperate more fully.
The government?s court papers said the county had consistently failed to comply with requests for information, which was ?preventing the parties from reaching the ultimate goal of the settlement ? the development of fair and affordable housing.?
HUD is withholding $12 million in grants for local programs ? including sidewalk repairs, a van for seniors and aid for homeless families, just to name a few ? and threatening fines and contempt citations.
?The Fair Housing Act prohibits race and other characteristics from being used as a basis to deny people housing,? HUD Assistant Secretary John Trasvina said in a recent interview. ?What prompted the litigation in the first place, and what the county continues to fail to do, is to address the impact of race on housing choice.?
The man taking the brunt of the criticism, County Executive Rob Astorino, isn?t giving an inch and predicts the battle will have drastic repercussions.
?If a federal department, in this case HUD, can dictate to local officials what they will and won?t do, we?re careening toward a different country,? Astorino said in a recent interview.
?The last thing we want,? he added, ?is five years from now, for people to say, ?What happened? Why is this neighborhood completely inside-out now? Why do I have a six-story government housing project or building or townhomes in my neighborhood when it wasn?t zoned for that when I moved in here???
Westchester, a county of just under a million people directly north of New York City, has struggling cities like Mount Vernon and Yonkers. It?s 22 percent Hispanic and 13 percent black.
But it is best known for its old-line bedroom suburbs, portrayed in John Cheever stories and ?Mad Men? episodes, with leafy, heavily white villages and hamlets like Scarsdale, Bronxville and Chappaqua, where former President Bill Clinton and Secretary of State Hillary Rodham Clinton live.
Craig Gurian, executive director of the Anti-Discrimination Center, which brought the original lawsuit, said the county?s housing pattern resulted from ?explicit, intentional discrimination? by landlords, homeowners and the real estate industry after World War II.
But the way Astorino sees it, ?You can live where you can afford to live. I can?t live on the block in Chappaqua where the Clintons live. I don?t have the economic means.?
The lawsuit was settled before Astorino, a surprise Republican winner in the increasingly Democratic county, took office at the start of 2010.
Gurian?s group had alleged that for several years, the county failed to meet the requirements of accepting funds from HUD, including analyzing obstacles to fair housing. The county settled after the Justice Department intervened.
Democrat Andrew Spano, then the county executive, agreed that Westchester would build or acquire 750 units of affordable housing over the next seven years ? mostly in its whitest towns and villages ? and make sure they were marketed to non-whites in the region, including New York City.
With 72 units already occupied and 207 units with financing in place, the county is meeting its construction deadlines. But the settlement also called for the county executive to promote a bill that would prohibit landlords from rejecting tenants who use Section 8 government subsidies to help pay their rent.
?The source of income of an individual is often used to deny them housing,? Trasvina said. ?Quite frankly, it?s often used as a proxy for race or national origin.?
Astorino vetoed it instead, noting that Section 8 is a voluntary program.
?The federal government should not and cannot force an individual to give up their personal and property rights,? Astorino said.
He claimed his predecessor had fulfilled the ?promote? requirement. But Judge Denise Cote, who approved the original settlement, called Astorino?s veto ?an unambiguous breach? of the agreement.
Astorino is appealing.
HUD and the federal monitor, attorney James E. Johnson, also say Westchester has failed to properly analyze barriers to fair housing, including zoning rules, as required in the settlement. And it hasn?t submitted any plan for fighting such barriers.
The county?s analysis asserted that there are no barriers because every municipality?s zoning has some provision for multifamily housing. That analysis, however, didn?t get into the racial or ethnic composition of zoning districts, which Trasvina called ?the heart of the matter.?
He said even if multifamily housing is permitted, strict limits on it can affect fair housing.
Johnson demanded a new analysis but rejected that one, too. In papers supporting the motion filed Friday, he said the county?s report ?failed to provide a legal basis, facts or analysis that would adequately support its conclusion that exclusionary zoning did not exist.?
Ned McCormack, a spokesman for Astorino, said Friday night that the motion was ?another example of HUD trying to bully the county.?

Chesney Pighin had the fast time in the novice barrels, with a time of 16.791 seconds. Martina Lively placed second with 17.023, followed by Shelby Smith for third with 13.326 and Reva Wilson in fourth with 17.364 seconds.
Reata Schlosser led the way in junior barrels, with a time of 17.367 seconds. Shelby Smith was second with 17.657, Alisha Stevenson placed third with 17.882 seconds and Ashley Nelson placed fourth with 17.953 seconds.
Shawna Easson had the fast time on Friday in the senior barrel racing with a time of 17.281 seconds. Jesse Loree was second with a time of 17.410. Railey Tremblay was third with 17.570 and Dode Sears placed fourth with 17.634 seconds.
Kolton Arthur took the top money home in cow riding after scoring a 76. Blain Dixon was second with a 68, followed by Sean Alexander for third with a 66 and Cameron Rasmussen in fourth with a 64.
Wilson MacDonald and Kody Briggs split the top money in steer riding, after both scored 67. Jack Mitchell placed third with 66 and Luke Ferber placed fourth with 62.
There were no qualified rides in the bull riding.
Dustin Sippola had the high score in bronc riding, with a 66, followed by Sam Mitchell with a 62.
The next Nite Rodeo is Saturday (July 28) at 7 p.m., and the finals will be held Aug. 4 at 2 p.m.
