EU leaders promise further steps to quell crisis

BRUSSELS (Reuters) - European leaders agreed to press on with further steps to shore up their finances and sustain momentum in tackling the debt crisis on Friday, a day after clinching a deal on banking supervision and approving long-delayed aid to Greece.

After more than eight hours of late-night talks at a summit in Brussels, leaders promised to push ahead with setting up a mechanism to wind down problem banks, although it was unclear when the facility would be completed.

They also launched tentative discussions on how to make countries stick to economic targets and on creating a "solidarity fund" to help member states suffering one-off economic shocks, but did not delve deeply into either issue, pushing the debate out to the middle of next year.

With officials concerned about complacency creeping into decision-making now that financial markets have calmed and the crisis seems less acute, leaders appeared intent on showing that they are not relaxing.

That said, no concrete decisions were taken at the summit. Instead, it was more about verbal commitments to push ahead.

"This evening we decided to put in place a single resolution mechanism," Herman Van Rompuy, the president of the European Council and chairman of the summit, told a news conference.

The European Commission will present a proposal on the mechanism, which would wind-up troubled banks by keeping the good parts alive while the unhealthy operations are shut down, during 2013, Commission President Jose Manuel Barroso said.

French President Francois Hollande told reporters the mechanism would "see the light of day" during the year, but it was not clear whether he expected it to be functioning by then or merely be in the early stages of construction.

"We agreed a roadmap for the future development of the currency union," said German Chancellor Angela Merkel, without going into detail about the discussions.

The two-day summit, the sixth and last of 2012, had only ever been intended to be a detailed discussion on how best to overhaul economic and monetary union and correct the problems that have fuelled three years of debt crisis.

The meeting was held just hours after EU finance ministers achieved a significant breakthrough in negotiations over a 'banking union' by agreeing that the European Central Bank would be made the chief supervisor of euro zone banks.

That decision, and another by euro zone ministers to release up to 50 billion euros in new aid to Greece, marked two positive developments after a long year of crisis-management and took some of the pressure off leaders to make major strides.

ECB President Mario Draghi hailed the deal on banking supervision, the first stage towards a banking union with more pooled sovereignty, as an important step towards a stable economic and monetary union.

Under the deal, officials said the ECB would regulate some 150 to 200 banks directly - all major cross-border lenders and state aided institutions - with the power to delve into all 6,000 banks in case of problems.

Olli Rehn, the EU commissioner for economic and monetary affairs, said "Cassandras" who had predicted disaster for the euro and a Greek exit had been proven wrong.

But there is little time to relax. The next stages of banking union - creating a resolution fund for winding up troubled banks and coordinating deposit guarantees to protect savers - may be fought over even harder. And then there will be political and financial hurdles to negotiate through the year.

"The fact that the situation in the financial markets is now better than before should not be seen by the governments as a way to procrastinate," European Commission President Jose Manuel Barroso told reporters.

Much of southern Europe faces another year of grinding recession with record unemployment and deepening poverty that will tear at the fabric of wounded societies and may push governments' efforts to reduce deficits further off course.

With Silvio Berlusconi vowing to contest an Italian election early next year, a full bailout of Spain still on the cards and a German election in September casting a long shadow, 2013 promises to be the EU's fourth turbulent year in a row, even without risks from bailout victims Greece, Ireland and Portugal.

Italy is a particular concern if the next government rows back on any of the economic reforms put in place by technocrat Prime Minister Mario Monti, whose time in office has helped stabilize financial markets and stave off the crisis.

Several participants at a pre-summit meeting of center-right leaders in Brussels urged Monti to stand as a candidate in an election expected in February, but he gave no indication of his intentions, a person at the meeting said.

Many European leaders fear a return of the erratic billionaire Berlusconi, who abruptly changed course on Wednesday, saying he would step aside if Monti agreed to lead the center-right into the election.

Boehner: White House willing to "slow-walk" up to "fiscal cliff"

WASHINGTON (Reuters) - Speaker of the U.S. House of Representatives John Boehner on Thursday again rejected President Barack Obama's demand for increased power to raise the U.S. debt and charged that the White House seems willing to "slow-walk our economy right up to the 'fiscal cliff.'"

The White House and Congress face a year-end deadline to avert the so-called fiscal cliff of automatic tax hikes and budget cuts that experts fear could plunge the nation into another recession.

"The president wants to pretend spending isn't the problem. That's why we don't have an agreement" to reduce the U.S. debt, Boehner, the top Republican, told a news conference.

In underscoring the stalemate in negotiations, Boehner reiterated his opposition to giving Obama the power to raise the U.S. debt limit without congressional approval.

"Congress is never going to give up our ability to control the purse," Boehner said. "And the fact is, is that the debt limit ought to be used to bring fiscal sanity to Washington."

Boehner seemed to brush off speculation fanned by Democrats that his concern about keeping his job was undermining efforts to cut a bipartisan deal.

"I'm not concerned about my job as speaker. I'm concerned about our kids and our grand kids," Boehner said.

Obama is expected to discuss the "fiscal cliff" later in the day, likely cranking up pressure on Republicans to accept increased tax rates on the wealthy as part of any deal.

Boehner said it's up to the White House to offer a balanced package.

"Republicans want to solve the problem and get this spending line down. The president wants to pretend spending isn't the problem. That's why we don't have an agreement," Boehner said.

"Unfortunately, the White House is so unserious about cutting spending that it appears willing to slow-walk our economy right up to the 'fiscal cliff,'" Boehner added.

OPEC ministers decide to keep oil production targets unchanged, fail to agree on senior post

VIENNA - OPEC ministers agreed to keep their daily crude production target unchanged at a meeting Wednesday. But in a sign of internal rivalries, they failed to reach consensus on a new secretary general, a post sought by Saudi Arabia, Iran and resurgent oil-power Iraq.

The agreement to leave the production ceiling at 30 million barrels a day was expected. Actual output, however, is a million barrels higher because some countries produce above their limits.

The 12-nation Organization of the Petroleum Producing Countries is expected to continue breaching the ceiling, despite a plentiful world supply of oil. Robust U.S. production and anemic world demand due to flagging economic growth have further contributed to pushing crude inventories unusually high.

OPEC predicts even less demand for its oil next year in part because of weak economic growth in consuming countries ? something the organization said was the "biggest challenge facing global oil markets in 2013."

OPEC Secretary General Abdullah Al-Badry detailed some of the key risks to growth and oil demand ? Europe's debt crisis, Japan's weak economy and America's "fiscal cliff," the hundreds of billions of dollars in tax hikes and spending cuts due to take effect on Jan. 1 unless politicians reach a budget deal.

"We see uncertainty in 2012 and in 2013, and we see the world economy is not in good shape," Al-Badry told reporters.

On the bright side, he said he expected the U.S. Congress and the White House to reach an agreement to avoid the fiscal cliff, which could push the world's largest economy into recession. He also forecast continued economic growth ? and oil demand ? from America, as well as China, India and other developing countries.

The decision to keep to the present production target reflected most OPEC nations' belief that prices remain high enough to keep sales profitable, despite the weak global economy.

Benchmark crude for January delivery was up 70 cents to $86.49 a barrel in electronic trading on the New York Mercantile Exchange, gaining for the second day after falling for five straight sessions.

Brent crude, used to price international varieties of oil, was up 90 cents to $108.91 per barrel on the ICE Futures exchange in London. Brent has been well over $100 a barrel most days this year ? a level within OPEC's comfort zone.

Iranian oil minister Rostam Ghasemi ? whose country is losing hundreds of thousands of barrels a day in oil sales due to international embargoes over its nuclear program ? said the Islamic Republic ideally sought a cut of 2 million barrels a day to the OPEC ceiling. But even he added that Tehran could accept the current daily ceiling of 30 million barrels.

"The state of the market today is fine, but if OPEC does reduce its production the state will improve," he said.

Ghasemi also played down the effects the sanctions were having on his country as an instrument of pressure to force concessions on a nuclear program some nations fear may be geared to making weapons ? allegations Tehran denies.

He claimed the Iranian state had cut its financial dependence on oil income by 20 per cent in the last three years. "Next year we will do the same," he said.

OPEC ministers did not agree, however, on replacing Al-Badry as the organization's secretary general ? the public face of the organization between ministerial meetings and a symbol of the cohesion the group likes to project despite persistent internal rivalries.

Instead, the meeting extended him for a sixth year, making him one of the longest-serving officials in that post in OPEC's history.

The choice of secretary general must be unanimous among OPEC's 12 members. The failed Saudi, Iranian and Iraqi bids reflected the divisions between those member states, despite the cartel's outward show of unity.

A choice between Iran and the Saudis ? whose disputes extend beyond oil dominance to regional political rivalries ? would have further polarized the organization. Iraq, which is vying to out-produce the Saudis in the next decade, also was considered by some members to have its own agenda instead of wanting to serve OPEC.

Analyst Cornelia Meyer, CEO of MRL Corporation suggested that despite internal strains, OPEC ? which produces more than a third of the world's crude ? remained successful in helping keep "the world adequately supplied with oil."

"While it has one aim, it has so many divergent views," she said. "It's never been cohesive."

(AP) ? Former first daughter Jenna Bush Hager (HAY'-gur) announced Wednesday that she's pregnant with her first child, due in the spring.

The 31-year-old made the announcement on NBC's "Today" show, where she is a contributing correspondent.

Hager, the twin daughter of former President George W. Bush, and her husband, Henry, have been married for four years. He joined his wife on the "Today" set when she made the announcement.

During a phone call on the show, former President Bush said he's "fired up" about becoming a grandfather, and former first lady Laura Bush said she's "thrilled." It will be the couple's first grandchild.

France: 100 countries back new Syrian coalition

MARRAKECH, Morocco (AP) ? More than 100 countries on Wednesday recognized a new Syrian opposition coalition, opening the way for greater humanitarian assistance to the forces battling Bashar Assad and possibly even military aid, France's foreign minister said.

The formation of the Syrian National Coalition appears to be the step the international community has been waiting for to extend deeper assistance to the opposition, which had been criticized for not being sufficiently organized or representative.

French Foreign Minister Laurent Fabius called the "Friends of the Syrian People" conference meeting in Marrakech, Morocco, "extraordinary progress." He noted that the European Union is now renewing its weapons embargo on Syria every three months rather than annually to be more flexible as the situation on the ground changes.

"We want to have the ability to continue or to change our attitude on this point. The fact that the coalition, which is asking for the right to defend itself, is now being recognized by a hundred countries ? yesterday the U.S. and first France ? I think this is a very important point."

The conference comes hours after President Barack Obama declared the new coalition was the "legitimate representative" of Syria's people.

At the conference, Syrian opposition spokesman Walid al-Bunni called for "real support" and not just recognition. The Syrian National Coalition, formed in November during a conference in Doha, Qatar, has been calling for increased international support, including military material.

"We need not only bread to help our people," opposition member Saleem Abdul Aziz al Meslet told The Associated Press. "We need support for our Syrian army. We need to speed up things and get rid of this regime."

Some of that support appeared to be forthcoming, with Saudi Arabia announcing a $100 million aid package at the conference.

Western countries have been reluctant to send arms to Syria. That's not the least because of their experience in Libya, where the West actively backed one side in a civil war in a country that later became awash in militant groups.

There has been a noticeable hardening of the Western rhetoric though as the war in Syria has ground on for nearly two years. With more than 40,000 people killed, according to estimates by rights groups, and as the rebels score new battlefield victories, there are fears that Assad may turn to his chemical weapons arsenal.

"In the United Kingdom, we do not rule out any option to save lives," warned British Foreign Secretary William Hague in his speech at the conference. "We do not know how long the conflict in Syria will last. But uniting the international community around these efforts, helping the national coalition to win the confidence of the Syrian people, planning for a peaceful future for the country and protecting the victims of the conflict on whom that future will rest is surely the right way to end the conflict and stop the appalling loss of life."

John Wilks, the British special representative to the Syrian opposition, said that Wednesday's event was neither a donor conference nor a military aid event. Rather, it was an effort to set up opposition institutions so that they could effectively use future aid to administer the areas they control.

"The key point is that they are setting up institutions and money is coming. So it's a better situation than three months ago," he said before the conference began. "They are happy, we are happy,"

In her speech at the conference on the severe humanitarian needs of Syria's people, coalition vice president Suheir Attasi said that the coalition had created the necessary relief structures on the ground to receive aid, as had been requested by the international community.

Obama's announcement follows his administration's blacklisting of a militant Syrian rebel group with links to al-Qaida. That step is aimed at blunting the influence of extremists.

Fabius, the French minister, said there were differences of opinion among participants over the U.S. move, with a number of Arab countries objecting to the terrorist label and the new Syrian opposition leader pointing out that it was hard to describe as terrorists a group making an important contribution to the fight.

The new president of the coalition, Mouaz Khatib, did however condemn "all forms of extremism" in his conference speech ?a veiled reference to the jihadi groups operating in the country. He specifically called for reconciliation with the country's Alawite minority, from which Assad comes, and called on Alawites to fight with the opposition.

"We call on them to accept the extended hand and work together against the violence of the regime," he said.

U.S. Secretary of State Hillary Rodham Clinton was expected to attend the conference, but cancelled following an illness. She was being represented by William Burns, the deputy secretary of state for the Middle East .

Russian Foreign Minister Sergey Lavrov said Wednesday the recognition contradicted earlier international agreements that foresee the "commencement of an all-Syria dialogue" that would include all sides of the conflict.

Delta Air Lines is grabbing a bigger share of the world's most important travel route: New York to London.

The airline is paying $360 million for almost half of Virgin Atlantic, the swanky airline founded by Sir Richard Branson in 1984 as a cheaper and more stylish way to fly between the U.S. and London.

Business travelers are hungry for flights on that route and Delta has been missing out. With this deal, Delta is buying its way into that market.

The carrier's 49-percent stake in Virgin Atlantic was held by Singapore Airlines, which paid $960 million for it in 2000.

For travelers, the deal means more seamless connections on flights from inside the U.S. to the U.K. Frequent fliers will soon be able earn and redeem miles on either carrier. Finally, some Delta travelers will get access to Virgin Atlantic's well-regarded airport lounges.

Delta has just three flights a day from New York to London's Heathrow Airport. That's not enough for an airline that is aiming to dominate New York travel. Together with Virgin Atlantic, it would have nine flights a day.

American Airlines and British Airways have a combined 14 flights a day from New York to Heathrow.

"Delta will now be credible from NYC to London," wrote J.P. Morgan airline analyst Jamie Baker.

He said Delta has about 10 percent of New York-to-London business now. The deal would give Delta and Virgin a combined 38 percent share, he wrote. That compares with 49 percent for the American-British Airways venture and 11 percent for United Airlines and its partners.

Regulators in the U.K. and U.S. still need to approve the Delta-Virgin venture, but in 2010 they approved the larger venture between American and British Airways.

Delta is aiming to have the joint operation running by the end of 2013.

Delta can't simply add flights to Heathrow because capacity there is limited. And the Virgin deal, by itself, won't put more planes at Heathrow. But Delta CEO Richard Anderson said he expects to maximize Delta and Virgin's landing rights in ways that help both of them.

Virgin Atlantic will benefit because Delta will funnel passengers from around the U.S. onto Virgin Atlantic planes headed to London.

"I look forward to working with Richard Anderson and his team and continuing to give the rest of the industry a true run for its money," Branson said by a video link shown at the Delta-Virgin press conference in New York.

Branson will still own more than half of Virgin Atlantic, and the carrier will continue to fly as a separate airline under its own name.

Virgin Atlantic has been struggling. It reported a pretax operating loss of 80.2 million British pounds in its most recent fiscal year, even as the number of passengers it carried rose 2 percent. It indicated in 2010 that it might be interested in some kind of tie-up with another airline. British media reports at that time said that Delta was interested.

Delta's Anderson estimated that U.S. business travelers spend some $2 billion a year flying between New York and London Heathrow.

By attracting more business travelers flying between New York and London, the deal could bring Delta hundreds of millions of dollars in added revenue starting in 2014, estimated Buckingham Research analyst Daniel McKenzie. Some of that business will probably come at American's expense, McKenzie wrote.

Delta has made several moves in recent years to expand its route map.

One of the attractions of its 2008 purchase of Northwest Airlines was Northwest's extensive Asia network. Delta paid $65 million in August 2011 for a stake in Grupo Aeromexico. It was part of a deal to expand their existing commercial alliance by linking each other's passenger networks. And in December 2011 Delta invested $100 million in GOL, Brazil's second-largest airline.

Shares of Atlanta-based Delta Air Lines Inc. rose 52 cents, or 5.1 percent, to close at $10.66.

(AP) ? American actress Sarah Jessica Parker says this year's Nobel Peace Prize winner, the European Union, could serve as an example for the United States.

Parker praised the EU's role in pacifying Europe and uniting different cultures, noting that in the U.S., recent elections brought divisions to the surface.

Parker says although it "might be a controversial" decision to award the EU as it struggles with a financial crisis, the 27-nation bloc embodies ideals and is "a terrific blueprint for us."

Parker spoke to The Associated Press in Oslo before the Nobel Concert later Tuesday, which she will host with Scottish actor Gerard Butler.

The evening's artists include U.S. singer Jennifer Hudson, Australian pop star Kylie Minogue, American R&B artist Ne-Yo and British soul singer Seal.

Egyptians protest against disputed constitution

CAIRO (AP) ? Several hundred Egyptians marched toward the presidential palace in Cairo Sunday to protest the president's decision to keep the referendum on a disputed draft constitution scheduled for next week on time.

The protests were noticeably smaller than other rallies over the past week, possibly reflecting the opposition's bind in the face of the partial concession by President Mohammed Morsi, who agreed to annul his Nov. 22 decrees that gave him near unrestricted powers and immunity from judicial oversight.

Despite scrapping the earlier decree, Morsi stuck to the Dec. 15 referendum on a constitution hurriedly adopted by his Islamist allies during an all-night session late last month.

"This has confused many, who opted to stay home," said Tarek Shalaby, a protester and member of the leftist Revolutionary Socialist group, as he marched toward the palace. "But we should continue our pressure. We can't lose our momentum."

Shalaby said he has still not decided whether he will vote no or boycott the referendum.

The opposition National Salvation Front called on supporters to rally against the referendum. The group is holding a late night meeting Sunday to decide on their next move.

The opposition said Morsi's rescinding of his decrees was an empty gesture because the decrees had already achieved their main aim of ensuring the adoption of the draft constitution. The edicts had barred the courts from dissolving the Constituent Assembly that passed the charter and further neutered the judiciary by making Morsi immune from its oversight.

Still, the lifting of the decrees could persuade many judges to drop their two-week strike to protest what their leaders called Morsi's assault on the judiciary. An end to their strike means they would oversee the referendum as is customary in Egypt.

In his late night announcement, Morsi replaced the scrapped decrees with a new one that doesn't give him unrestricted powers, but allows him to give voters an option if they decide to vote "no" on the disputed draft charter.

In the new decree, if the constitution is rejected, Morsi would call for new elections to select 100-member panel to write a new charter within three months. The new panel would then have up to six months to complete its task, and the president calls for a new referendum with a month.

The process adds about 10 more months to Egypt's raucous transition, but could answer some of the opposition demands of a more representative panel to write the charter, if the elections are not swept by Islamists.

If the referendum goes ahead, the opposition faces a new challenge ? either to campaign for a "no" vote or to boycott the process altogether. A low turnout or the charter passing by a small margin of victory would cast doubts on the constitution's legitimacy.

It was the decrees that initially sparked the wave of protests against Morsi that has brought tens of thousands into the streets in past weeks. But the rushed passage of the constitution further inflamed those who claim Morsi and his Islamist allies, including the Muslim Brotherhood, are monopolizing power in Egypt and trying to force their agenda.

The draft charter was adopted amid a boycott by liberal and Christian members of the Constituent Assembly. The document would open the door to Egypt's most extensive implementation of Islamic law or Shariah, enshrining a say for Muslim clerics in legislation, making civil rights subordinate to Shariah and broadly allowing the state to protect "ethics and morals." It fails to outlaw gender discrimination and mainly refers to women in relation to home and family.

Sunday's rallies were the latest of a series by opponents and supporters of Morsi, who hails from the Muslim Brotherhood.

Both sides have drawn tens of thousands of people into the streets, sparking bouts of street battles that have left at least six people dead and hundreds wounded. Several offices of the Muslim Brotherhood also have been ransacked or torched in the unrest.

Morsi, who took office in June as Egypt's first freely elected president, rescinded the Nov. 22 decrees at the recommendation Saturday of a panel of 54 politicians and clerics who took part in a "national dialogue" the president called for to resolve the crisis. Most of the 54 were Islamists who support the president, since the opposition boycotted the dialogue.

Bassem Sabry, a writer and activist, called the partial concession a "stunt" that would embarrass the opposition by making it look like Morsi was willing to compromise but not solve the problem.

"In the end, Morsi got everything he wanted," he said, pointing out the referendum would be held without the consensus Morsi had promised to seek and without giving people sufficient time to study the document.

The assembly that adopted the draft constitution was created by parliament, which was dominated by the Brotherhood and other Islamists, and had an Islamist majority from the start. The lawmaking lower house of parliament was later disbanded by court order before Morsi's inauguration.

If the draft is approved in the referendum, elections would be held for a new lower house of parliament would be held within two months, Morsi decided.

The deepening political rift in Egypt had triggered a warning Saturday from the military of "disastrous consequences" if the constitutional crisis isn't resolved through dialogue.

"Anything other than (dialogue) will force us into a dark tunnel with disastrous consequences, something which we won't allow," the military said in a statement broadcast on state TV and attributed to an unnamed military official.

It was the first political statement by the military since the newly elected Morsi sidelined it from political life soon after he was sworn in.

With the specter of more fighting among Egyptians looming, the military sealed off the presidential palace plaza with tanks and barbed wire ? and on Saturday set up a wall of cement blocks around the palace.

Both sides have accused the other of turning the political battle into a violent street clash that could spiral out of control.

Leaders of the Muslim Brotherhood have spoken of a "conspiracy" hatched by figures of the ousted regime of Hosni Mubarak aimed at ousting Morsi.

Meanwhile, the opposition accused gangs organized by the Brotherhood and other Islamists of attacking its protesters, calling on Morsi to disband them and open an investigation into the bloodshed.

Members of a so-called Alliance of Islamists forces warned it will take all measures to protect "legitimacy" and the president ? comments that signal further violence may lie ahead.

AP Source: Obama to help unveil factory expansion

DETROIT (AP) ? President Barack Obama will help announce expansion of a truck engine plant when he visits a Detroit suburb.

The president is visiting the area on Monday to build support for his plan to avoid the fiscal cliff.

A person briefed on the matter says Obama and Detroit Diesel will unveil a $100 million investment at the factory in Redford Township, Michigan.

The person says the plant owned by Germany's Daimler will be expanded to make transmissions and axles. It was unclear how many jobs would be added. The person didn't want to be identified because the official announcement hasn't been made.

Obama is scheduled to tour the plant and speak to workers before returning to Washington in the afternoon.

Will your gadgets freeze in your car in the winter?

You almost always have your laptop, iPod, and smartphone with you, but don't always want to lug them around. Is it okay to leave them in your car if it's particularly cold outside? What about in the summer heat? You know extreme temperatures aren't good, but how hot is too hot and?how cold is too cold?

We've?talked about temperature limits?before, but more in the context of CPU temperature???leaving gadgets?in your car in the cold or heat is a completely different matter, since it affects the battery, screen, and other parts. In general, you want to avoid extreme temperatures as much as possible, so no, I wouldn't recommend leaving it in your car. Here's a bit more detail on what your laptop or smartphone can take.

How hot is too hot?
We all know heat is bad for your tech. Not only can it?fry the processor?of your laptop or gadget, but it can lower your battery's life and even make the hard drive expand. And, if you live in a humid area, you also have to worry about condensation building up on the inside.

Generally,?once it hits 90? or 95? Fahrenheit, you want to start shielding your laptop and smartphone from the heat. Remember that the inside of your car will get hotter than the outside, too, so even if it isn't quite 90??outside, you should keep it in your bag or leave it at home. And, if you absolutely must have it with you, do your best to keep it in the shade and out of direct sunlight.?Laptop stands?can also help a great deal.

How cold is too cold?
Cold is a slightly more interesting beast. In general, tech runs much better when it's cool than when it's hot, but when you start approaching extreme winter temperatures, the weather can be just as harmful as in the summer. If you leave your device in the cold for too long, its battery will die and its LCD screen will likely start having issues, and possibly die completely. Furthermore, if you leave it in the cold and then bring it into a warm room quickly, you can cause condensation to build up inside the device, which has the potential for more long-term damage.

PC World found that?different gadgets can withstand different temperatures of cold, but to be conservative, we recommend taking precautions once the ambient temperature reaches freezing, or 32? Fahrenheit. Lower than that, and you'll slowly start to see different errors or issues until your gadget powers down altogether. When you can, keep your laptop in a case or bag and your smartphone in your pocket, to help shield it from the winds of winter.

Lastly, if for some reason you?do?expose your gadget to extreme temperatures, don't try to use it right away. Instead, let it warm up or cool down to room temperature before you turn it on. This will help protect your gadget from more lasting damage from things like condensation. In general, just use common sense: if your computer feels particularly cold or hot to the touch before it's even on, you probably shouldn't leave it alone in that weather.

Kingfisher is grounded. Air India ailing. IndiGo flies only no-frills. SpiceJet is a low-cost carrier. So what happens to the business class?
It seems India?s high-flyers have to struggle to get their favourite wide, comfortable seats close to the cabin, or make do with full-service

economy seats in a sea of no-frills passengers.

This is strange in a nation where luxury car sales are expected to double in 2012 to 30,000 as compared with 2011 and where there are an estimated eight million people who have the ability to purchase a luxury car worth anywhere between Rs. 25 lakh and Rs. 1.5 crore.

Domestic airlines provide a little more than 200,000 seats a day. Around 10% of the inventory is business class ? down from 15% last year.

?There is a huge demand for business class seats. But there is a seat shortage in this segment even on prime metro routes,? said Rajji Rai, adviser to the Travel Agents Association of India.

Senior lawyer and frequent flier Tarun Goomber said, ?Thrice in the past few months, I travelled economy as no seats were available in J-class (business) on the Delhi-Mumbai route.? http://www.hindustantimes.com/Images/Popup/2012/12/09_12_pg1b.jpg

For travellers like him, who make last-minute bookings, the problem is more acute. ?My staff has told me a number of times that the only seats available during peak hours and in case of last-minute bookings are economy,? added Goomber.

KFA?s grounding took away a chunk of business class seats out of the domestic aviation market, but that was only one of the reasons responsible for the shrinking business class space. The other two full-service carriers, Jet Airways and the cranky Air India, are also bending towards economy class markets.

Air India's irregular flights put off punctuality-conscious J-class passengers, thus limiting their choice, said an industry official.

Low-cost carriers led by IndiGo and SpiceJet control over 60% of the domestic market.

While AI has reduced the number of business class seats, Jet Airways has plans to increase domestic low-fare capacity.

?The luxurious business class offered by Indian full-service carriers is no longer feasible. We expect business class traffic to be limited to metros and only during peak hours,? said Kapil Kaul, South Asia chief executive officer of consulting firm Centre for Asia-Pacfic Aviation.

Industry officials say the on-time performance of low-cost carriers is also drawing busy corporate executives to travel no-frills.

Saj Ahmad, a London-based aviation analyst said less than one percent of the Indian population uses air travel in the first place and "the figures for business class demand and usage is finite and very price elastic".

Boehner: No progress in fiscal cliff talks

WASHINGTON (AP) ? House Speaker John Boehner said Friday there has been no progress in negotiations to avert a "fiscal cliff" combination of automatic tax increases and spending cuts in January and called on President Barack Obama to produce a new offer.

Four days after House Republicans offered a plan to raise tax revenues and cut spending, Boehner told reporters that the White House has failed to outline its proposal and instead has pushed the nation closer to a fiscal cliff that economists warn could plunge the country into another recession. The two men also spoke privately by phone on Wednesday. Boehner described the conversation as pleasant, "but just more of the same."

"Since then, there's been no counteroffer from the White House," Boehner complained. "Instead, reports indicate that the president has adopted a deliberate strategy to slow-walk our economy right to the edge of the fiscal cliff."

Boehner singled out for criticism White House aides who have said that Obama was willing to allow Bush-era tax cuts to expire on all Americans on Jan. 1 and automatic, across-the-board spending cuts to kick in the next day. He called their comments "reckless talk."

Boehner repeated the long-standing Republican argument that raising tax rates would be detrimental to small businesses and "is not going to help our economy and it's not going to help those seeking work." Obama has insisted that any deal must include an increase in the tax rates for high earners.

But Boehner declined an opportunity to take a hard line on tax rates, skirting a direct question on whether he might be willing to accept some increase in the top tax rate, currently set at 35 percent.

"There are a lot of things that are possible to put the revenue that the president seeks on the table. But none of it's going to be possible if the president insists on his position ? insists on 'my way or the highway,' " Boehner said when asked whether he might be able to accept a compromise top rate of 37 percent. "That's not the way to get to an agreement."

The Republican leader pointed out that he had offered on Monday to raise tax revenues by $800 billion over the next decade by ending or reducing tax breaks, particularly on the wealthy. The Republican plan would cut spending by $1.4 trillion, including by trimming annual increases in Social Security payments and raising the eligibility age for Medicare from 65 to 67.

"When is he going to take a step toward us?" Boehner asked of Obama.

At the White House, officials used Friday's mixed jobs report, with its modest growth in hiring, as an argument to embrace Obama's plans to avoid the fiscal cliff with a package of rate hikes for the rich and public works spending and refinancing help for struggling homeowners.

"Most pressing, President Obama has proposed, and the Senate has passed, an extension of middle class income tax cuts that would prevent the typical middle class family from facing a $2,200 tax increase at the beginning of next year," said Alan Krueger, chairman of Obama's Council of Economic Advisers.

Tax cuts enacted during President George W. Bush's first term are scheduled to expire Dec. 31 when they would automatically return to rates in place during President Bill Clinton's administration. Obama wants those increases only to affect households with earnings of more than $250,000.

Obama is insisting that rates for upper income taxpayers rise and also wants permanent authority to prevent Congress from blocking increases in the nation's borrowing limit. The government is on track to hit its $16.4 trillion debt ceiling later this month, though the Treasury could extend the day of reckoning to February.

Separately, top House Democrat Nancy Pelosi of California, called on GOP leaders to schedule a vote on Senate-passed legislation to hike the top two tax rates for individual income exceeding $200,000 and family income over $250,000.

"Why are you not bringing this to the floor?" Pelosi said. "Is this a forever, forever protection of the wealthiest people in the country at the expense of the middle class?"

NEW YORK (CBSNewYork/AP) ? How?s he doing? Much better.

Former New York City Mayor Ed Koch is reported to be getting better from a respiratory infection and expects to leave the hospital just in time to celebrate his 88th birthday.

Koch said Friday through a spokesman: ?There?s no fear of my not making my birthday party next week.?

The spokesman, George Arzt, said doctors now think Koch will be released Monday.

His birthday is Wednesday and he is expected to attend an annual reunion with members of his administration at Gracie Mansion.

Koch was admitted Tuesday to NewYork-Presbyterian Hospital with pneumonia and the flu. He also was hospitalized in September. He was treated for anemia, was released after three days and said he planned to head straight to his office at a law firm.

Koch served three terms from 1978 to 1989.

Egypt's military leaders keep eye on crisis

CAIRO (CNN) ?

Egyptian President Mohamed Morsy is pushing forward with talks Saturday in an attempt to end a political crisis that threatens Egypt's stability, despite calls by the opposition to boycott the meeting.

Morsy's call for talks is an attempt to end a political divide that has spilled into the streets, pitting the president's supporters and opponents against one another and raising questions about his ability to lead the fragile democracy.

Egyptian authorities said at least six people were killed in violent clashes in recent days, while the Muslim Brotherhood -- the group that backs Morsy -- has said eight of its members have been killed.

The crisis erupted in late November when Morsy issued an edict allowing himself to run the country unchecked until a new constitution is drafted, a move that sat uncomfortably with many Egyptians who said it reminded them of ousted dictator Hosni Mubarak's rule.

Morsy said the powers are necessary and temporary until a new constitution is adopted. But that promise has done little to quiet the opposition.

On Saturday, the president said he would be willing to "change and amend clauses" in the controversial constitutional decree, according to Egyptian attorney Montasser el-Zayatm, who attended a meeting with Morsy at the presidential palace. A follow-up meeting was scheduled to hammer out the details, said el-Zayatm.

Also Saturday, state-run Nile TV reported that Prime Minister Hesham Kandil said it is likely a constitutional declaration will be issued in the coming hours.

Anger at Morsy's move led to protesters reoccupying Tahrir Square, the scene of the Arab Spring uprising that saw Mubarak ousted in 2011. Thousands later protested outside the palace, where the opposition clashed with the Muslim Brotherhood.

The anger only grew when the Islamist-dominated Constitutional Assembly pushed through a draft despite the objections of the secular opposition, including some members who walked out in protest. Morsy said a constitutional referendum will be held on December 15. Following the announcement, tens of thousands of protesters -- for and against Morsy -- took to the streets.

A coalition of Egyptian Islamic parties, including the Brotherhood, rejects any postponement in the constitutional referendum, the Islamic Forces Alliance announced Saturday on the Brotherhood website.

The nurse who was working at the King Edward VIII private hospital treating the Duchess of Cambridge when telephone hoaxers struck earlier this week has been found dead.. ?Nurse?Jacintha Saldanha was found in Weymouth Street, near the King Edward VII Hospital in London this morning.

The hospital released a statement: ?We can confirm the tragic death of a member of our nursing staff, Jacintha Saldanha. ?Jacintha has worked at the King Edward VII Hospital for more than four years. She was an excellent nurse and a well-respected and popular member of staff with all her colleagues.?We can confirm that Jacintha was recently the victim of a hoax call to the hospital. The hospital has been supporting her at this difficult time.?

Hospital chief executive John Lofthouse said: ?Our thoughts and deepest sympathies at this time are with her family and friends. Everyone is shocked by the loss of a much-loved and valued colleague.?

Lord Glenarthur, the hospital?s chairman, said: ?This is a tragic event. Jacintha was a first class nurse who cared diligently for hundreds of patients during her time with us. She will be greatly missed.?

Scotland Yard said the death was not being treated as suspicious.

Two Australian radio presenters ?impersonated the Queen and the Prince of Wales to dupe Ms Saldanha into giving a condition update on Kate, who was suffering severe morning sickness at the private hospital. The presenters did however passed a recording to lawyers to obtain clearance before broadcasting the tape to their Australian audiences.

The presenters, from 2Day FM, remarked during their show how their efforts were the ?easiest prank call ever made?, as they put on mock British accents they later described as ?terrible?.

In a statement today, Scotland Yard said officers were called at around 9.35am this morning to a report of a woman found unconscious at an address in Weymouth Street, W1.

It said: ?London Ambulance Service attended and the woman was pronounced dead at the scene. Inquiries are continuing to establish the circumstances of the incident.

Most distant black hole X-ray jet found

The most distant black hole X-ray jet ever observed has been discovered some 12.4 billion light-years from Earth, giving astronomers a peek at the life of giant black holes not long after the Big Bang.

The enormous stream of radiation, which is believed to stretch about twice the diameter of the entire Milky Way, is the byproduct of a quasar ? a galaxy dominated by a supermassive black hole in its center. Huge black holes like this become extremely bright when they rapidly suck in matter and then hurl beams of high-energy particles back into space.

These particles travel at nearly the speed of light and can interact with cosmic clouds of photons left behind after the Big Bang. This interaction ratchets up the photons' energy, pushing it into the X-ray band of light, which results in a bright jet of radiation, as researchers have observed in an object designated quasar GB 1428.

"Since the brightness of the jet in X-rays depends, among other things, on how fast the electrons are moving away from the black hole, discoveries like the jet in GB 1428 tell us something about the environment around supermassive black holes and their host galaxies not that long after the Big Bang," Lukasz Stawarz of the Japan Aerospace Exploration Agency explained in a NASA statement.

The faraway jet, spotted with data from NASA's Chandra X-ray Observatory, appears to observers on Earth as it was when the universe was about 1.3 billion years old. At that time, the sea of ambient photons throughout the universe was much more intense than it is now, which makes this jet brighter and helps the light emitted from it overcome dimming, the researchers say. "We're lucky that the universe gives us this natural amplifier and lets us detect this object with relatively short exposures. Otherwise we might miss important physical processes happening at very large distances from Earth and as far away as GB 1428," another astronomer involved in the study, Aneta Siemiginowska of the Harvard-Smithsonian Center for Astrophysics, said in a statement.

The researchers note that electrons spiraling around magnetic field lines in the jet could be an alternative source of X-rays. But since the blast is so bright, the team says it favors the explanation that the stream of particles is amplifying the cosmic background radiation.

Previously, the most distant X-ray jet known to astronomers was 12.2 billion light years away.

The research was detailed in the Sept. 1, 2012, issue of The Astrophysical Journal Letters.
